Systematic violations and illegal spending of public funds are only part of the conclusions in the report of the General Inspectorate of the Council of Ministers in connection with the inspection of the officials from the Ministry of Culture, exercising control over the activities of the Theatre-Musical and Philharmonic Center – Razgrad and Rhodope Drama Theater – Smolyan. The inspection was ordered by Prime Minister Dimitar Glavchev. In its report to the Prime Minister, the Chief Inspectorate indicates the conclusions reached and makes recommendations, including seeking disciplinary responsibility for the committed violations, the press center of the Council of Ministers reports.
The Council of Ministers pointed out that in 2024 no spending limits were set for the individual cultural institutes, which led to the approval of illegal salary expenses. The inspection of the General Inspectorate established that a total of BGN 1,915,267.20 was paid in the theater in Razgrad for salaries, remunerations and other payments for the staff in the months of August and September. In September 2024, the salary costs increased more than 11 times , compared to the previous month of August and have been requested in 5 tranches, adds Nova TV.
For the same period, a total of BGN 1,533,488.80 was paid to the drama theater in Smolyan. In the month of August, salary expenses increased more than 14 times compared to the previous months and were claimed 4 times, and in September 2024 d. salaries increased 16 times compared to the average cost of remuneration in the cultural institute and were requested and approved in 3 tranches.
Among the violations, those related to the performance of official duties were found. Recommendations for seeking disciplinary responsibility have been given by the Secretary General of the Ministry of Culture and by the director of the “Performing Arts and Art Education”
