"BSP-United Left" proposes the creation of regional counting centers and active voter registration. This is provided for by changes to the Electoral Code submitted to the parliamentary registry, the Bulgarian National Radio reports.
The idea is that the vote counting should not be carried out in the sectional election commissions, as before, but in specially created counting commissions, with the aim of eliminating the possibilities for vote theft, ensuring effective citizen control and limiting the possibilities for buying and controlling the vote, the submitters write in their reasons.
The new procedure for compiling voter lists provides that only voters who voted in a previous vote should appear in them, and they can be filled with persons who requested registration up to 5 days before election day.
However, in order to prevent someone from being unable to vote due to administrative obstacles, registration is also allowed on election day itself. The BSP project envisages that the CEC will maintain a public register of voters and ensure that each Bulgarian citizen appears only once on the list at a permanent address to avoid errors and abuses.
It is also proposed that an experimental machine count be carried out at the next parliamentary elections, authorizing the CEC to determine the number of sections in which the count will be machine-based.
