Velislav Velichkov: With today's vote in the legal committee, there is already a stamp for a government - 1

Today, most of the votes on the main texts were rejected by 12 to 11 votes - 11 for, 3 - against, 10 - abstained, that is, the legal committee was completely divided. And after rejecting 90% of the texts that were adopted on first reading of the three bills, and after rejecting all the proposals, the procedure for electing the Prosecutor General should not be terminated because of the personality of the candidate, but because it is vicious for the SJC, whose mandate expired two years ago, to hold elections for the three big names in the judiciary and to oblige the next SJC to do so, finally voted on this text with transitional and final provisions. According to him, if the president does not issue a decree after the election of the Prosecutor General on Thursday, and the changes enter into force and are published in the State Gazette, this procedure is terminated. There are no restrictions on the same composition of the SJC opening a new procedure and even for the same candidate to run for it, that is, the door remains wide open. The vicious principle of a body without a mandate making such an important choice is not being removed, but a text is being voted on that is obviously part of some political deal that terminates the procedure for this candidate, but he remains acting Prosecutor General. This was stated by Velislav Velichkov from "Justice for Everyone" in the program "From the Day" on BNT, quoted by novini.bg.

The law cannot be promulgated and enter into force on the 16th, this election is likely to be held, he added.

In fact, the deputies are sending the ball entirely into the president's court, Velichkov explained. According to him, a second plan is being prepared. "The election is held on the 16th, Mr. Sarafov receives 13 votes, the law has not entered into force, his dignity is preserved in this way." After which the president withheld the decree to return the candidacy until the law enters into force. When the law enters into force, Mr. Sarafov will himself withdraw as a candidate for prosecutor general – "This way, the procedure will be terminated, and the acting Prosecutor General Vanya Stefanova, who was expressly appointed by the Prosecutor's College last week as a deputy, may be the main contender for the position of Prosecutor General," explained Velislav Velichkov.
He was categorical that there is no reform in the judicial system. "In my opinion, with today's vote, there is already a stamp for a government that will be elected and part of the deal of the people who will enter it is to remove the figure of Sarafov as a scarecrow, but to remain as an acting one, probably", said the guest.

According to him, many meaningful proposals have been dropped from the bill. “That's why I said in the legal committee that what they did with Geshev is being repeated and they are not changing anything. The muddy terrain remains in the Prosecutor's Office. I think that was the purpose of today's meeting. "I hope that tomorrow in the plenary hall it will be a little different, because the goal is a change in the system, not replacing one with another to get a political result," said Velichkov.
