Tomislav Donchev and Borislav Gutsanov will represent the cabinet in the Tripartite

The government has appointed new representatives of the Council of Ministers in the National Council for Tripartite Cooperation, the press service of the cabinet announced, quoted by BTA.

The National Council for Tripartite Cooperation is headed by a Deputy Prime Minister. The representatives in the tripartite are Tomislav Donchev - Deputy Prime Minister and Minister of Innovation and Growth, and Borislav Gutsanov - Minister of Labor and Social Policy.

According to the Labor Code, the National Tripartite Cooperation Council consists of two representatives each of the Council of Ministers, the representative organizations of workers and employees, and the employers.

By a decision of the cabinet today, Deputy Prime Minister Atanas Zafirov has been appointed Chairman of the Administrative Reform Council (ARC). The Council is an advisory body to the Council of Ministers in the coordination of government policy in the field of state administration and is headed by a Deputy Prime Minister. The functions of the SAR are in the field of structuring and optimizing the administration, human resources management, civil service, reducing the administrative burden, and administrative services.

The government also appointed Deputy Prime Minister Atanas Zafirov as Chairman of: the National Council for Cooperation on Ethnic and Integration Issues, the National Council for Prevention and Protection from Domestic Violence, the Central Commission for Combating Antisocial Behavior of Minors and Juveniles, and the National Commission for Combating Trafficking in Human Beings.

By another government decision, Deputy Prime Minister and Minister of Transport and Communications Grozdan Karadjov was appointed Chairman of the National Council for Civil Society Development under the Council of Ministers. The Council of Ministers appointed Minister of Energy Zhecho Stankov as Chairman of the Advisory Council for the European Green Deal.

With another decision, the government established an Interdepartmental Council for the Screening of Foreign Direct Investments. The Cabinet adopted the Council's regulations, which are adopted on the basis of the latest amendments to the Investment Promotion Act (IPA) of 8 March 2024, which introduced the mechanism for screening foreign direct investments provided for in Regulation (EU) 2019/452 of the European Parliament and of the Council. The amendments to the IPA of 2024 harmonize national legislation with that of the European Union.

The Interdepartmental Council for the Screening of Foreign Direct Investments Related to Security or Public Order is a permanent collective body. It will consider applications for direct foreign investments in the Republic of Bulgaria from investors registered in third countries outside the European Union. The Interdepartmental Council will issue or refuse a permit for direct foreign investment, in accordance with the requirements of the law and the by-laws.

The possibilities for screening an already implemented investment are highly limited and only in certain cases, at the initiative of a competent authority, in order to avoid subjectivity.
