A third action by the authorities against illegal homes for the elderly took place yesterday. Three sites were inspected in Varna. This was stated at an extraordinary briefing by the Minister of Labor and Social Policy Borislav Gutsanov, quoted by bTV.
According to him, the situation in one of them was tragic. “I don't know if we should talk about rooms for perversions or deformed phenomena, but this is not normal. There cannot be such scenes and actions in the 21st century. This goes beyond the limits of normality“, said Gutsanov.
According to him, over 130 users will be removed from the three sites. On the night of June 9, 14 people who were accommodated in hospitals were removed. Gutsanov explained that the hospices were disguised as tourist sites and threatened that the last illegal home for the elderly would be closed.
“There are no surprises. The scheme is the same – rooms for rent in three different sites, in which we were very heatedly explained that these were tourist sites, but they appear to be and are essentially illegal sites where elderly people are accommodated“, added the Minister of Justice Georgi Georgiev.
He specified that in the first site inspected, the conditions were extremely poor – hygiene was at a very low level. People with mental illnesses and healthy people were mixed in one room. Medical care was provided by persons without the necessary qualifications. In one of the facilities, the presence of medicines in particularly large quantities was discovered.
Over 100 homes for the elderly have been inspected in recent days.
„Apparently after the inspection in Yagoda, some actions have begun, we found declarations, from the same date, from all people over 70 years old, accommodated in this facility. Contracts from the same date – from a few days ago. We realize that all those who commit such violations are trying to continue the charlatan tricks“, explained the Minister of Justice.
The authorities were categorical that the inspections would continue. Georgiev stated that the state is taking legal measures to limit illegal hospices. The Minister of Social Affairs took responsibility for renovating state homes for the elderly.
„At 3:30 in the morning, the last 96-year-old grandmother, who had a health problem, was taken out. During the examinations carried out by the Varna Emergency Service, it was found that everyone's diapers were placed on top of old diapers. In the first home, all the people, regardless of men or women, were shaved. According to their data, because there are lice and fleas. I can confirm that there were cockroaches,“ said Ivanka Dineva – executive director of „Medical Supervision“.
According to her, protocols for expensive medications were found, and such medications were not found, but narcotics, blood thinners and psychotropic products were found. Inventory, prescriptions and medical records were not found. There was also no data on relatives.
