„The governance of Varna in the last nearly 2 years has been accompanied by many scandals related to trampling on procedures, non-compliance with rules and laws. We have also filed many reports of such irregularities. Kotsev's governance has been accompanied by such type of signals”. This was stated by the former mayor of Varna Ivan Portnih in the program „Offensive with Lyubo Ognyanov”.
„I know Plamenka Dimitrova vaguely”, Portnih admitted. „The dozens of public procurement contracts that she had over the years, as contracting parties there are schools, universities, health institutions. In other words, different institutions from the Municipality of Varna as the contracting authority. The suggestion that the lady in question has many contracts with the municipality is not true”, said Portnih.
“I don't think she is a member of GERB. I have never seen her in such a capacity”, said the former mayor of Varna.
He stated that he could not comment on what is publicly known regarding the investigation.
About the company that won the contract, Portnih said: “It is a public secret that the partner in the company is the son of Angel Dermendzhiev, who has many businesses related to the municipality. First of all, this is the garbage plant in the city, there are catering companies, construction companies, security companies. The fact is that if one analyzes the election results of the last elections, Angel Dermendzhiev supported Kotsev”, commented Portnih.
Immediately after the elections, permits began to be issued for construction that Portnih had not authorized. “A grove has disappeared next to the monument to Bulgarian-Soviet friendship, so famous in Varna. A project for nearly 100 thousand square meters of built-up area next to a ravine in Asparuhovo has currently been launched”, said the mayor.
