Public procurement increases from 6 to 21 million leva to use a pet scanner? Simeon Stavrev to FACTS (VIDEO) - 1

The Fifth City Hospital has a pet scanner for cancer diagnostics. Media publications drew the attention of the municipal councilors to the issue of the new public procurement and so, to put it bluntly, the saga began. The Fifth City Hospital, which is a municipal hospital, has a pet scanner, and there are 12 more hospitals with such a device. But in the capital's hospital, the device is not owned by the hospital, but there is a rental contract for it. For three years, the hospital pays about 6 million leva to the company “Poliscan “ to work in the hospital building. The hospital receives 100% of the money from the NHIF, but only 20% remains for it. The problem now is that there is another public procurement, which is for three years, but this time for 21 million leva excluding VAT. If another company offers to keep 40% for the hospital, the company will still win with 20%. This sounds absurd. This was announced to Lili Marinkova in the studio “FACTS“ and the show “Conversation“ by Simeon Stavrev, a municipal councilor in Sofia from “Democratic Bulgaria“.

“And the procurement itself is restrictive because the conditions are strange. For example, short deadlines in which such equipment can be delivered, and this is impossible. Another strange thing is that at least Windows 10 is required as an operating system, and support from Microsoft expires in a month. We called the director of the hospital in the municipality, but he behaved extremely strangely. He himself admitted that he is negotiating with the current company whatever the percentage is, but we will see. Today is the deadline for the announcement of the order, and there is no change in the requirements. We will see what happens“, added the guest.
