Zelensky has already discussed the main provisions of the plan with Western leaders, including US President Joe Biden, presidential candidates Kamala Harris and Donald Trump, as its success depends heavily on the support of the United States and its allies.

The victory plan includes four key elements: military security, Ukraine's place in the global security system, military support to allies and economic aid, and an additional paragraph is the post-war reconstruction of Ukraine.

First, it is military security, where the main task is to ensure Ukraine's ability to effectively counter Russian aggression. In this context, continued military assistance to NATO is essential. An important element is the authorization to use long-range weapons, which allows Ukraine to defend its territory and attack key enemy targets, even in Russia. Zelensky specifically emphasizes the importance of support from countries such as the United States, Great Britain, Germany and Italy, which play a leading role in strengthening Ukraine's defense capabilities.

The second important element is the role of Ukraine in the global security architecture. It is about the integration of Ukraine into international structures such as NATO and the European Union, which would ensure long-term stability in the region. Zelensky emphasizes the need to strengthen Ukraine's international influence in the global security system in order to prevent further aggressive actions by Russia.

A key role in the victory plan is played by strong support from allies. Ukraine's international partners should not only continue but also increase military, financial and humanitarian aid. This means the delivery of modern weapons, such as tanks and aircraft, which would allow Ukraine to maintain its defense and counterattack the aggressor.

The fourth element is economic support and reconstruction. After the end of the war, Ukraine will need significant resources to rebuild its destroyed infrastructure and economy. Rebuilding cities, industry and improving the lives of Ukrainians will be the main tasks in the post-war period. International aid programs are already being developed to ensure the sustainability and development of the Ukrainian economy in the future.

Ukrainian President Volodymyr Zelensky's victory plan has already been presented to key international leaders, including the United States. According to US Ambassador to the UN Linda Thomas-Greenfield, she has seen the plan and said “it can work.” In her statement, she noted that the document reflects important steps that will ensure Ukraine's victory in the war and the country's recovery. These words confirm the serious support of the American authorities for the Plan and emphasize the importance of its implementation in cooperation with the international community.

The victory plan is closely related to the peace formula presented by President Volodymyr Zelensky. This initiative has already received huge international support and has become an important step towards a just and lasting peace. The first summit dedicated to this Peace Formula was held in June 2024 in Switzerland, where representatives of 101 countries took part. The summit was an important milestone in restoring peace in Ukraine. Key issues such as nuclear safety, food security, as well as the release of prisoners of war and deported citizens were discussed during the meeting. The participants in the meeting expressed full support for the territorial integrity of Ukraine, stressing the importance of restoring the international order on a legal basis.

As a result, 94 countries reaffirmed their commitment to the UN Charter and the principles of international law through a joint communique. The Victory Plan is a logical continuation of the Peace Formula and is aimed at achieving not only a military victory, but also a just peace that will restore international order and security in the region.

Zelensky made it clear that without the active support of the West, especially the United States, Britain, Germany and Italy, the victory plan would be difficult to implement. Ukraine needs permission to use long-range weapons against legitimate military targets in the Russian Federation and increased military assistance so that Kiev can effectively defend its territories and reclaim occupied regions. This is not just a battle for Ukraine, but for the security of all of Europe and NATO, which underlines the global nature of the conflict and its consequences for international stability.

The Victory Plan for Ukraine is an important strategic document for securing military victory and restoring international order. Ukraine relies on the support of the international community for the successful implementation of this plan.
