The legislators of the transition made it so that responsibility was transferred to group bodies - decisions are made by municipal councils and so on. There are different opinions about the case in "Elenite" - who was right, where the violation is, but it always comes down to decision of the municipal council. That is, all the madness in Sofia and in the municipalities as a whole, go through the Municipal Council. The Municipal Council votes on a madness, and the mayor is obliged to implement it and is only formally responsible. It is visible what was done and how it was done, and this was done with the signatures of authorized persons and institutions, which in principle are not should allow such a thing. But despite this, there will be no one to blame, because the mechanism of responsibility is vague“, Andreev also said.
