Emergency and rescue services, quoted by Russian news agencies, reported that the body of a third person who died was later found, pulled from the rubble of a staircase in the same building that collapsed as a result of Ukrainian shelling.
A Ukrainian drone struck a car in a village near the town of Shebekino, killing the driver, and a woman was killed in her home by a falling missile in the village of Oktyabarsky, further west.
Ukraine has launched frequent attacks on Belgorod and other Russian border cities in recent months, Reuters points out.
Russian President Vladimir Putin pointed to the attacks on Belgorod as the reason for the Russian offensive in Ukraine's Kharkiv region that began last month.
The Russian army claims to have captured a dozen villages in the Kharkiv region, while Ukrainian authorities say the Russian offensive has been repulsed.
