The head of the Russian Ministry of Internal Affairs (MIA), Vladimir Kolokoltsev, boasted that Russian authorities have increased the number of arrests and prosecutions related to illegal migration in Russia, while calling for increased measures by the Russian government against illegal migration.

This is stated in the Institute for the Study of War (ISW) daily analysis.

Kolokoltsev also claims that the number of "severe" and the "especially heavy" crimes committed by foreigners in Russia decreased by 7.6% in 2024 compared to 2023. Kolokoltsev also noted that individual crimes committed by foreigners in Russia increased inter-ethnic tensions in Russia.

Kolokoltsev described Russia's fight against illegal migration as "strategically important" and called for joint efforts to solve migration problems, possibly referring to coordinated efforts between multiple Russian state security agencies.

Russian military bloggers criticized Kolokoltsev's statistics and said the reported decrease in crimes committed by foreign nationals in Russia was the result of the Russian authorities' decision to grant Russian citizenship to migrants, rather than an actual decrease in migrant crime .

Significant efforts by Russian ultranationalists to stop the Russian government from granting Russian citizenship to migrants and other "compatriots abroad," which Russia loosely defines as ethnic Russians and Russian-speakers living outside Russia, may prevent the continued use of the passport regime by side of Russia to generate a military arm, compensate for the shortage of manpower in the country and create informational conditions to justify potential hybrid operations against other countries with Russian and Russian-speaking populations.
