Today's government is not a coincidence. It is a direct result of the political irresponsibility and lack of dialogue of the PP-DB formation. The same colleagues who negotiated with us until the last moment, the same colleagues who set conditions and demands, finally demonstratively refused to be part of the government, because you see they did not like the Prime Minister. When asked what the Prime Minister should be or at least indicate an option, they had no answer and left the negotiations. This was stated from the parliamentary rostrum by the MP from the BSP-OL Dragomir Stoynev and added:
They chose to stand aside, but continued to talk about the “rule of law“, about “honesty“ and for a “new political culture“. And in fact, it was their inconsistency and refusal of responsibility that led to the current construction of power.
Let's be honest with society: if there had been more dialogicity and readiness for real work, and not just slogans, the government today would have a different look and different support.
However, I want to emphasize that this vote, unlike the others submitted so far, may have a certain degree of structure and constructiveness. It is for a comprehensive policy and is not at all just for justice and internal order. This is how my colleagues from the opposition preferred to write it. The good thing is that for the first time there is something new in chapter six - the alternative. Let's focus on it.
First - the rule of law.
The rule of law, according to the opposition, means eliminating clubs and umbrellas. It means structural, procedural and personnel guarantees that the law will be applied equally to everyone. We can't help but agree with this. But we ask if it is the rule of law when we heard Assen Vassilev say "The services are ours". I won't dwell on the management. So there is the rule of law when the services are "yours". It has already been said about Kiril Petkov - the Constitutional Court declared the decree by which he became a minister with dual citizenship invalid. PP you claim to be the guardians of the law. This means Kiril Petkov should disappear from the political world. He should be ashamed that he violated the laws of the country in this way. We are still waiting for the decision on the forgery - using a document with a forged signature.
Secondly – legitimate exercise of power.
The government is legitimate only if it reflects the will of the voters to the maximum extent. Do we need to recall the assembly? PP–DB, who entered the parliament with promises to break with the backstage, entered the so-called. “assembly“ with GERB and DPS – precisely the parties that they pointed to as symbols of the backstage. In other words, what you are saying are just slogans, because you are doing exactly the opposite.
Third – solving systemic problems
According to the opposition, Bulgarian citizens do not want piecemeal legislative changes, but want systemic solutions. And here I cannot help but ask who is the author of this point of the alternative? Because, esteemed colleagues, it is one of the authors of the vote of no confidence – Mr. Radostin Vassilev, publicly released a recording of another of the authors of the vote of no confidence, Mr. Assen Vassilev, according to whom they should “push“ changes to the law so that they can fire directors “illegally, but more quickly“. That is, so that you can decide your vision of the systemic problems and the way in which the state will function. And since you probably forgot, let me quote this exact recording: “I know that this will interfere with the OECD and various other things, but it is more important for us to clean up and then fix the law. So that we can fire them more legally, otherwise we will fire them illegally. I personally in finance have figured out how to do it and I have a bylaw, as do all others in finance. But where we would encounter great resistance, it must be cleaned up, and with a bang.“ This is your philosophy of what the alternative will look like when you govern.
As an alternative, the opposition colleagues point out – effective and transparent spending of public resources
Correct! I ask - when a state plane is used for romantic evenings in Thessaloniki, how exactly do you benefit the citizens and how exactly do you explain to them that such a resource is being used. I leave aside the fact that in every financial institution, especially in the banking sector, where there are special departments, state banks and legal ones, 14 thousand leva was taken before the management board was registered. I do not know how you will benefit the Bulgarian citizens with this. I leave this to your conscience.
Do you remember what Deputy Prime Minister Kalina Konstantinova did? In view of the effective spending of public resources, I want to emphasize that she had 28 advisors on expert assistance contracts. Mr. Denkov, I think that you as Prime Minister had 20. There has never been such a bloated staff. The important thing is that the opposition knows how to spend state resources in the interest of citizens.
Fifth - meritocracy
We are strongly in favor and support you. Here we cannot help but agree with our colleagues from the PP-DB, and here are their own district mayors of “Lyulin“ and “Mladost“ who demonstrated precisely these high moral qualities by leaving We Continue the Change with accusations of pressure to redirect public procurement to “correct“ companies in exchange for a percentage for the party apparatus. This is what is being proposed as the alternative you are presenting.
Sixth - modernization
Yes, modernization is key. But it requires transparency and digitalization, not abuse, right, Mr. Bozanov. We remember the case of Mihail Stoynov, who violated all the rules for the security of machine voting. We leave that aside. The important thing is that everything is modern.
Seventh - competition.
For competition, it is wonderful when a representative of a private company in the gas sector becomes the head of “Bulgargaz“. You do not believe in the state and want more private competition. At the same time, you take a person from the private sector and appoint him there so that the state can be even stronger. These are your views.
This government, these ministers managed to achieve a huge result. An example is the absorption of funds under the National Energy Policy. For four years we ignored it because of political negligence, because we played in elections after elections, including all the political forces in this hall who did not find the courage to join hands and even sit at the same table, to have a dialogue. This government of Rosen Zhelyazkov has started working and the results are starting to be visible. If until now problems were solved and fires were put out, with the new budget this government will start to show the long-term policy that it has.
The main problem of Bulgarian citizens is not the alternative that the opposition in parliament shows them, but to maintain their standard of living, to have stability in the country, to have a normal political dialogue and to raise the level of the Bulgarian parliament. This government will be and from now on it will have much longer-term work in leading structural reforms that are necessary for Bulgarian citizens and the Bulgarian state.
