The garbage crisis in Sofia continues: Two appeals to the CPC suspend the decisions of the Sofia Municipality

According to the provisions of the Public Procurement Act, until the court rules on the appeal, the ability of the contracting authority (the Municipality) to conclude a contract or assign performance is limited.

Two appeals to the Commission for the Protection of Competition (CPC) have been filed regarding the new procedures for cleaning five districts in the capital. They have been published on the commission's website, BTA reports.

According to the provisions of the Public Procurement Act, until the court rules on the appeal, the ability of the contracting authority (the Municipality) to conclude a contract or assign performance is limited.

One of the appeals was filed by the consortium "Chistota Sredets" against the decision to clean up Zone 3, which includes the districts of “Izgrev“, “Slatina“ and “Poduyane“. At the end of October, Deputy Mayor for Ecology Nadezhda Bobcheva announced that Sofia Municipality was terminating the public procurement for waste collection and disposal in Zone 3. She explained that the procurement was terminated after the only admitted participant withdrew from participation before the opening of the price offers. The Deputy Mayor indicated that talks had been held with the district mayors of “Izgrev“, “Slatina“ and “Poduyane“, who have expressed their willingness to assist in the temporary provision of the activity until a permanent solution is found.

The other complaint filed with the CPC is filed by the consortium “Pochistvane Triaditsa“ and is against the decision of the Sofia Municipality to terminate the procedure for the cleaning of zone 6 (“Lyulin“, “Krasno selo“) and to award the area to the municipal company “Sofekostroy“. The termination of the order was due to an excessively high bid, exceeding the previously set value several times, explained Deputy Mayor Bobcheva. Until the selection of a new contractor, the activity is being carried out by the Sofia Waste Treatment Enterprise and the municipal company “Sofekostroy“, which will take over the entire servicing of the zone. To strengthen its capacity, the Sofia Municipal Council approved a capital of 9 million leva for the purchase of equipment.
