The Sofia Municipality announced today the decision of the commission on the mega-contract for cleanliness in Sofia - for the 1st and 7th of the seven announced positions. The decision of the internal commission was sent today to the Public Procurement Agency.
For Zone 1, the districts “Sredets”, “Lozenets” and “Studentski”, the contract expires on December 27 - the public procurement is terminated due to lack of competition.
For Zone 7, the districts “Vazrazhdane“, “Oborishte“ and “Triaditsa“, the contract also expires on December 27 - the decision is also to terminate the procedure due to lack of competition.
This year, 7 of the contracts with the cleaning and waste collection companies in 20 out of 24 districts of Sofia expire, which requires the signing of new agreements. Sofia Municipality announced in early June the public procurement with a total estimated value: 515,473,737 leva including VAT for five years.
On October 4, Sofia Municipality announced a crisis organization of waste collection in the districts of “Lyulin” and “Krasno Selo”, after the contract for this area expired before a new agreement was signed. This came to pass after the mayor of Sofia Municipality Vasil Terziev refused to sign a contract with the only remaining candidate. The motive: to protect Sofia residents from the consequences of the unreasonably high price offered by the ranked candidate.
What comes next:
The municipality's plan for the 1st and 7th zones is to move to a direct negotiation procedure after the appeal deadlines expire. An invitation for direct negotiation may be received by any of the participants in the mega-procurement, as well as other companies that have not participated in the procedure so far.
In the meantime, Sofia Municipality is working urgently to increase the municipal capacity for waste collection.
The Deputy Mayor of Sofia Municipality for Ecology, Nadezhda Bobcheva, submitted to the Sofia Municipal Council a report on increasing the staff of the Waste Management and Construction Company from 307 to 489 employees, as well as expanding its structure and property in order to meet the new requirements and workload in waste management in Sofia.
The Sofia Municipal Council (SOC) unanimously adopted on October 9 the report of Vasil Terziev, which gives consent to the Municipal Company “Sofekostroy“ EAD to use its own and borrowed funds in the amount of up to 9 million BGN including VAT to purchase specialized equipment necessary for waste disposal.
