"Things have gone to the point where this majority can no longer continue to govern. He may decide to stay in power formally, but he cannot make decisions".
This was stated to the Bulgarian National Radio by Krum Zarkov, former Minister of Justice and former advisor to President Rumen Radev.
"A political event is a large gathering of people in the triangle of power with clear demands against the majority itself, not only against decisions it has made".
The demonstrations after nine o'clock cannot be excused, but this vandalism was marginal to the protest and must remain so, Zarkov also commented on the 12+3 program.
"Political analysis requires paying attention to the protest itself and its demands. The PP-DB called it, but it went beyond them very quickly. This protest is turning into a process. People went beyond the demands of the initial organizers. The square itself demanded the resignation of this government.
The deep reason for this protest is the rejection, the categorical non-acceptance by many Bulgarian citizens of the very characteristics of the current ruling majority. A characteristic that is personified by one person. His name is Delyan Peevski.
Peevski is not only not in the majority, but also determines its agenda entirely. The very biography of the leader of this informal majority makes people believe that there is a creeping mafiaization of power, incompatible with the democratic principles written in our Constitution. And they say firmly "No"!
A government that cannot vote on its own budget is a government that resigns according to all the rules of parliamentary democracy. The majority itself is completely paralyzed. It is pointless and could not continue.
This parliament will continue to work even if the government resigns and is appointed ex officio. The appropriate majority must be created around certain parameters. In this majority, so that whatever it decides is not met with a knife, Peevski's informal influence must be excluded.
They can try to create a budget framework, but it must be minimal - it cannot include reforms and policies. After which they can make a transition - fix a certain date or propose to the president certain dates for scheduling early elections. Not subject to comment - new early elections".
The lack of comment from GERB for now is interesting, Krum Zarkov believes.
"First Delyan Peevski spoke on behalf of the majority. Once again they let him be their spokesperson, which makes me think that they don't realize the reason for the protest - namely him. Now they are waiting for the word of the other important factor - Boyko Borisov. He was silent this morning, which is not typical of him and makes me think that he is hesitating.
Zarkov finds a connection between Atanas Zafirov's visit to Peevski's office and the subsequent explanation that the BSP will reconsider its participation in power.
"Quite humiliating for the party of which I am a member. The BSP has accepted the role of an executor of someone else's interest from the very beginning. It behaves like a proxy for someone else".
If the BSP does not take quick action, nothing good awaits it, the former Minister of Justice believes.
I think we will enter the eurozone, there will not even be as many shocks as are predicted, Zarkov also commented.
"The question is not whether it is a regular or a caretaker government, but whether it is effective".
The alternative will be born and it can be any, but we must be brave to seek it, he noted.
"It can be both in new parties and in reviewing the old parties' own reasons for existence. Parties are living organisms, they can be reformed".
Zarkov also believes that every act of vandalism should be condemned.
"The first responsibility should be borne by the vandals themselves. I don't know if it makes sense to talk about the responsibility of the Minister of Internal Affairs, since the question of the resignation of the entire government is raised.
The Council of Ministers is engaged in submitting this budget. This budget is disgraced. The normal course of action for a prime minister in this situation is to resign.
What happened is a direct consequence of the blocking of the constitutional mechanisms for holding those in power to their responsibilities".
