Yanaki Stoilov: In recent years, the electoral process has been deteriorating

The Eurozone is currently in a worse condition than when the euro was initially introduced

We are reproducing the same problems, which instead of being solved and the next ones coming, create the impression of cyclicity. This was stated by the constitutional judge Prof. Yanaki Stoilov to BNT.

„After the last amendment, the Constitution does not guarantee the realization of the function of the president to form a cabinet. In my opinion, there is another harmful effect – for positions that require certain professional and other qualities, people are sought who are envisaged as potential candidates for a completely different role“, he believes.

Prof. Yanaki Stoilov refused to comment on what would happen if none of the so-called. „house book” did not agree to be an acting prime minister: “After the New Year, exploratory mandates for a cabinet will be handed over, and if the parties confirm the positions they have already expressed, consultations for an acting cabinet will proceed. In any case, there must be elections if a regular government is not formed.”

“Changes in the electoral code are usually made before elections. In recent years, the electoral process has been deteriorating“, he noted.”

When asked whether the constitutional model of state governance has been exhausted, Prof. Stoilov specified: “In my opinion, changes to the Constitution are not on the agenda.”

“There have been calls to abolish the current model of governance, but we must clearly state what the features of this model are – high levels of corruption, reduction of professionalism in management, transformation of regulators into an appendage of political power, reduction of the independence of the judiciary, participation of parties that are defined as incompatible with each other before elections, and then enter into alliances. If the elections are free and fair, citizens can assess their attitude to this model. We are not able to make a deep change. The system is formally democratic, but in essence it is oligarchic”, he also said.

“The Constitutional Court will consider the admissibility of the issue of the referendum on the euro as early as early as January. Nevertheless, it is clear that the euro is being introduced into circulation. We need to think more about economic issues, because currency issues are only a non-leading element in this issue.
