The new caretaker Prime Minister Andrey Gyurov and his cabinet were officially sworn in at the National Assembly. This happened in the plenary hall in front of the deputies and President Iliana Yotova.
On Wednesday, Gyurov presented the caretaker cabinet to the head of state. It has three deputy prime ministers: for European funds – Maria Nedina, deputy prime minister and minister of justice – Andrey Yankulov, deputy prime minister for fair elections – Stoil Tsitselkov. Emil Dechev was announced as the minister of interior, Minister of finance – Georgi Klisurski, Minister of foreign affairs – Nadezhda Neynski.
After the oath, the caretaker prime minister delivered a speech from the parliamentary rostrum. "I am speaking to every citizen who expects not promises, but responsibility. I declare that we take responsibility to hold fair elections. We do not have the right to choose our tasks. We take on the challenge of governing until a regular government is formed - without hysteria, with reason and firmly grounded in reality. We do not promise miracles, but we have the will to govern in the interests of the state, honestly and responsibly. Our European and Euro-Atlantic choice is not a tactic, but a value, a strategy and a guarantee of security and prosperity. We will support efforts for a lasting and just peace in Ukraine, as well as everywhere where human lives are being taken. We will do so within the framework of international law. We will work with our allies in the EU and the UN. We will defend our place among democratic states with predictability and protection of the democratic order. Democracy is the only working response to crises, and elections are the only legitimate way out - they must produce a parliament that truly represents society," said Gyurov.
He specified that his cabinet does not promise miracles, but has the will to govern responsibly. "Let's not forget how we got here - a crisis of trust, disagreement with the governance model, hundreds of thousands of people on the streets across the country. They demanded democracy and good governance. Our task is to give a fair chance for this to happen. Fair elections require zero tolerance for violations that replace the will of the people. I call on citizens to vote actively so as not to allow themselves to become an instrument of someone else's interests. The caretaker government will not be an advocate or opponent of any political force. Our mission is a fair vote and we will be impartial in our efforts to guarantee it," added Gyurov.
He was categorical that the caretaker government does not have a parliamentary group, but it has tasks that require legislative decisions, so he relies on the deputies to approach them in a statesmanlike manner and adopt them. Andrey Gyurov called on the parliament to be a partner of the Council of Ministers. "We are not looking for political benefits, we expect the same from you. There is no coalition math here, no hidden deals, no revanchism, hypocrisy and ostentation. The caretaker cabinet includes people with political experience, but without party affiliations," he addressed the MPs.
The Prime Minister outlined the priorities - ensuring financial stability in the conditions of a prolonged budget, implementing the measures from the plan for adopting the euro, preparing a new prolonged plan-account, fair distribution of funds for municipalities, rhythmic payment of pensions and social benefits. Also, restoring legality in the management of the prosecutor's office and requirements for the Supreme Judicial Council - nominations by the Minister of Justice for individuals in key positions. In addition, ensuring the security of citizens. "We will make efforts to ensure that information is not hidden, and that institutions respond openly and on time. In addition, we will effectively organize the process of voting abroad. We want fair elections and a stable state," assured Gyurov.
Today, President Iliana Yotova signed a decree appointing a caretaker government with caretaker Prime Minister Andrey Gyurov. With another decree, the head of state scheduled early parliamentary elections for April 19, 2026. Yotova will determine the numbering, names and boundaries of the electoral districts for voting for members of parliament with a third decree. She will also attend the swearing-in ceremony of the caretaker cabinet, which will be held in the National Assembly on Thursday.
