”There is a report submitted to the prosecution by the 49th National Assembly (April, 2024) in connection with the contract signed between the Turkish energy company “Botash” and “Bulgargaz” EAD, signed on January 3, 2023 by the interim government of Galab Donev, appointed by President Rumen Radev. From the parliamentary rostrum, Energy Minister Vladimir Malinov stated that they are working to change and/or possibly terminate this contract, which is harmful to the Bulgarian state. I asked him with a parliamentary question: At what stage are the negotiations you are conducting in this direction? To this day, there is no answer from the acting Minister of Energy.
This was stated by the independent MP Kaloyan Metodiev and addressed a question to the acting Prime Minister Dimitar Glavchev:
„Bulgaria is a parliamentary republic. It functions on the basis of a fundamental law – Constitution. According to her, the government and ministers are controlled and accountable to the parliament. (Art. 90. (1) People's representatives have the right to questions and to put questions to the Council of Ministers or to individual ministers who are obliged to answer.) The text is imperative – obliged to answer.
You, as acting prime minister, single-handedly appointed the Minister of Energy – Mr. Vladimir Malinov. I asked a written parliamentary question, according to the Constitution and the laws of the country. The deadline to respond was 16.09.2024. I called on him face to face from the parliamentary rostrum to fulfill his constitutional duties. (18.09). All other ministers of your office comply with the Constitution, laws and Parliament. To this day, there is no response from the acting Minister of Energy.
This was pointed out by Kaloyan Metodiev and he asked the following specific questions to Acting Prime Minister Glavchev:
Is the Minister of Energy Vladimir Malinov above the Constitution and the laws of the country?
Is your minister violating the Constitution in this case?
Is something being covered up regarding the contract with “Botash” and are there negotiations for its termination?“
