"The first few seconds or minutes it is possible for a person to cope on their own if they have previously prepared either a fire extinguisher, or containers with water, or a hose that is supplied with water. "Once the first few minutes have passed, it is not possible to control the fire with the means at hand and with the skills and knowledge of individual citizens. We must be extremely careful, this risk is usually underestimated," added Chief Commissioner Alexander Dzhartov.
He explained that it is not uncommon for elderly people who carry out these activities in their yards to be injured, and some have died.
