Zhelyazkov: We are starting real steps towards the construction of the Cherni Osam dam

“A procedure for preparing a detailed development plan and investment study for the construction of the Cherni Osam dam, a drinking water treatment plant, a hydroelectric power plant and a water supply line is beginning, in order to deal with the water shortage crisis in Pleven“. This was stated by Prime Minister Rosen Zhelyazkov at the beginning of the government meeting. The Prime Minister assured that the municipality will receive full political support from the government after considering the proposals under the investment program and directing them primarily towards the construction of water supply infrastructure, especially in the summer period and given climate change, the decrease in precipitation, and the huge losses in the depreciated water supply system. The local government should urgently begin designing all problem areas where the water supply network in Pleven is in the worst condition, and new water sources should be proposed. Rosen Zhelyazkov has instructed the regional governor to convene the crisis headquarters and report to him on a weekly basis on the work of all responsible institutions to resolve the crisis.

“The state must take the necessary actions for initial prevention, safety, risk reduction, as well as subsequent control over attraction activities“, commented Prime Minister Zhelyazkov on the tragic incident in Nessebar. The Prime Minister was categorical that in this case, state intervention is necessary. In this regard, Prime Minister Zhelyazkov has assigned the relevant ministers and relevant agencies to make the necessary proposals for a new regulatory regulation of these activities. “Here, the commitment is not only of the trader, not only of the service user and not only of the parents. Here, we must have a commitment, and not transfer the obligations and reproaches from institution to institution. Therefore, urgent activities are needed even this season, which has not yet ended and is in full swing, and we must have an analysis, including at the level of the law“, was categorical Rosen Zhelyazkov.

The government will today give its consent to the reappointment of Major General Emil Tonev to the position of Head of the National Security Service, Prime Minister Rosen Zhelyazkov also stated. “The consent was requested from the president and is part of the procedure provided for in the NSO Act“, the Prime Minister emphasized. Zhelyazkov was categorical that the Council of Ministers is fulfilling this commitment in order not to disrupt the inter-institutional balance, as it will not propose legislative changes on the subject. At the same time, he reminded that the parliament has not only the right, but also the obligation to exercise control over the government and, if necessary, propose amendments to the law. “In order to restore unity of command in the special services, which currently operate with acting heads, the National Assembly should decide whether the legal order can tolerate the absence of incumbents“, the Prime Minister said.
