The National Toll Administration sends all identified and filmed average speed violations to the Ministry of Interior. However, there is still no methodology developed for the method of fining violators. The tickets will start being issued in February. This was told to BNR by Diana Rusinova from the European Center for Transport Policies on the measurement of average speed by toll cameras.
„Those people who have committed a violation in this period, since the system came into effect and the law came into effect, should keep in mind that they will not be spared the fines. On the contrary, they will receive them at a certain point, when the new system starts working after February,“ Rusinova also pointed out.
According to her, the average speed is an opportunity to calm down traffic.
“A large part of the drivers started to drive much slower“, commented Rusinova and expressed hope that calming the traffic will yield results in the long term, since currently the figures show an increase in road traffic injuries.
An analysis by the European Center for Transport Policies predicts a shift in road traffic injuries from a seasonal one – summer, to injuries from May to the end of November, Diana Rusinova further explained.
„This is due to various problems related to the road infrastructure, the poor level of training, the lack of sufficiently effective control... The reasons are complex and cannot be summarized in just one point“, she added.
When asked where the so-called „road injuries“ are observed more, the expert said that it is mainly where the traffic is heaviest.
„Two of the black spots are located on the „Trakia“ motorway. We have also noticed in regions with weaker control over construction and weak control over violations that there is also an increase in road injuries and a large concentration of black spots. We are not making this up, but the official data that the state publishes annually shows it“, she pointed out.
