New complaints have been filed with the Commission for the Protection of Competition (CPC) against the public procurement of the Sofia Municipality for the cleaning of Zone 4, which covers the districts "Ilinden", "Nadezhda" and "Serdika", it became known from the CPC register, BTA reports. This temporarily prevented the conclusion of a contract with the admitted contractor - the Turkish company “Norm Sanai“.
At the end of October, Deputy Mayor for Ecology Nadezhda Bobcheva announced that the Sofia Municipality would sign a contract with the Turkish company “Norm Sanai“ for the cleaning of Zone 4. At the time, Bobcheva explained that the Turkish consortium was the only foreign participant to reach the final stage of the procedure.
The complaints to the CPC were filed by the companies “Nelsen – Chistota“ EOOD and “ZMBG“ AD, which were among the participants in the public procurement for the cleaning of Zone 4 of Sofia, but were not admitted to the final stage of opening the price offers. The two companies are challenging the decisions of the Sofia Municipality related to the collection and transportation of waste, cleaning and maintenance of streets and public places under seven separate positions in zone 4.
According to the Public Procurement Act (PPA), filing a complaint against the contracting authority's decision suspends the conclusion of the contract until the CPC has ruled. Therefore, the Sofia Municipality does not have the right to sign a contract with the participant until the commission has ruled on the complaints received.
BTA recalls that last week complaints were filed under other positions in the contract - for zone 3 („Izgrev“, „Slatina“ and „Poduyane“) and for zone 6 („Lyulin“ and „Krasno Selo“).
