Nearly two-thirds fear that the lack of a new budget will have a real impact on the standard of living in our country, and all parties in parliament bear responsibility, but naturally – rather the previous government, and not so much the previous opposition. The data is from an independent survey by the "Measure" agency. The poll presents the opinions of the country's adult population and was conducted between December 15 and 17 among 802 adult Bulgarians.
Only about ten percent of Bulgarians claim that this year they can afford to buy more goods and gifts for Christmas and New Year compared to the previous year. The rest are divided equally between “I can afford as much as last year” and “I can afford less”.
It is almost automatic that the electoral legislation should be revised before the elections and instincts point towards a machine vote – there is the most serious accumulation: a little more than two-fifths would choose only machines. A little more than a third would support both machines and paper, and less than a fifth prefer only paper. Asked experimentally to choose only between machines and paper, respondents chose machines in nearly 60% of cases, and paper in nearly 30%.
The failure to adopt a new budget will have a real impact on the standard of living of Bulgarians, admit 63.8% of respondents. 31.8% are of the opposite opinion. There is also a small “gray” area. The data comes against the backdrop of Bulgarians' lower willingness to buy for the holidays.
With the Christmas and New Year holidays approaching, characterized by expected increased buying, 43% state that there is no change in their purchasing power compared to the previous year. 42.2%, however, note that their ability to buy goods and gifts has decreased. Just over one tenth assess their financial capabilities around the holidays as better compared to the previous year. The rest cannot judge.
Here the divisions between generations are visible. The youngest and people of working age are the ones who claim to have preserved their purchasing power to the greatest extent. Among the older people, it has decreased to the greatest extent. Thus, it turns out that - according to the testimonies of Bulgarians - this year we can afford more or less than last year.
The blame for the budget issue lies with all parties, say 53.9%, but there are also 33.5% who say that the budget issue is the responsibility of the previous government. 8.2% say that the blame for the non-adoption will lie with the opposition. Public instincts show concern over the non-adoption of the budget and society sees fault in everyone, but most visibly - with the outgoing government.
The idea that the electoral legislation should be changed before the new elections is almost automatically accepted - 74.0% say this. 22.6% are of the opposite opinion. Voting should be done only with machines, say 42.4% of those surveyed, voting should be done both with machines and with paper, accept 35.2%, only paper prefers 16.8%. The rest hesitate. Asked to determine which they would choose if they had to choose, 59.4% choose the machines, and 28.7% - paper. The rest hesitate.
The data is from an independent telephone survey by the sociological agency “Measure“, conducted between December 15 and 17, 2025 among 802 adult Bulgarian citizens. The maximum standard deviation is ±3.5 at 50% shares. 1% of the sample equals about 54,000 people.
