Dean of the Faculty of Law of Sofia University, former MP and Deputy Prime Minister Prof. Daniel Valchev commented on the changes in the Constitution to NOVA.

"It is unconstitutional for the National Assembly, as a legislator, to grant itself powers or extend its mandate in another capacity. Otherwise, it is normal for them to go on vacation, because the fair in the National Assembly will become dramatic the closer the elections get. This thing, in my opinion, is a tradition - that the parliament does not work for a month or more before elections", said Prof. Daniel Valchev.

"The changes in the laws are unconstitutional. The caretaker government over the past few years has created the impression that the president is some kind of power center. If there is any reproach against him, it is that he has formed several governments from people who are not capable of running the country", he added.

For several years, Prof. Daniel Valchev organized the "Golden Nail" for worst examples in legislation. Do politicians deserve such a prize after the changes in the Constitution?

"Now many occasions have come together to make a new such edition, probably in the autumn we will organize it. In order for you to understand me, I will give an example - in one of the categories, a definition was won by one of the laws - "beds of rivers, these are the lands in the sense of the Law on Waters". I want to say that when a person has difficulty dealing with legal matters and has problems communicating in Bulgarian, the effect is in the legislation", said Prof. Daniel Valchev.
