With the ouster of Rosen Zhelyazkov from his position as Speaker of the National Assembly, we witnessed a positional war , in which some formations try to distinguish themselves from other formations after ruling together for six months.

This is what he said in the program "Bulgaria, Europe and the world in focus“ on Radio "Focus“ the political scientist Hristo Panchugov.

"The battle is now more about short-term dividends with a view to achieving some small advantage within a few weeks, and we are not talking about strategic decisions, about decisions that are related to adjusting the balances in Bulgarian politics or about the formation of lasting partnerships. We are talking about the possibility of achieving some small victory in one situation or another. Whether it will turn out to be a victory, in fact, before we see,” he stressed.

According to him, the real problem that led to the failure of the negotiations between the "assembly” for the rotation of the government, was the attempt within a process that had to last one administration, the two participants in the "assembly“ they tried to pretend she didn't exist for the past six months. According to him, there is no way that the two messages broadcast by GERB-SDS and PP-DB, which are diametrically opposed, can make one common. "And in the end, everyone turned out to be hostages of this theater. And right now we're watching a new theater trying to find the convenient culprit for what happened.“

"The basis of the past National Assembly is to a very large extent chaos, to an extremely large extent a helpless opposition and of course a ruling majority that clearly does not share common political goals, which is why a large part of the decisions of this National Assembly were actually half-hearted at best -good luck,“ stressed Hristo Panchugov.

During its short life, this National Assembly managed to correct what it believed to be a gray area in the Constitution related to the functioning of the caretaker government. "He did it extremely clumsily and without really considering the possible consequences. In this sense, most of the legislation passed was accompanied by the same type of chaos,” he emphasized, as the dissolution of the parliamentary commission, which was responsible for the quality of legislation, by its chairman Prof. Ognyan Gerdzhikov, as no one had sought this commission's opinion for months, the political scientist defined as the biggest retreat from good legislation, as for to him, this is indicative of the way decisions are made in this National Assembly.

According to him, what the next regular government will look like depends a lot on who the political formations will be and how many of them will enter the next parliament, i.e. whether we will have a repeat of the picture or there will be new participants. "In view of the developments of the last few days, the probability of seeing an attempt to form a cabinet between GERB, DPS and a potential third party increases significantly.“
