The work on the unification of the customs and tax agency is going according to the plan outlined from the Ministry of Finance, Rumen Specov, director of the National Revenue Agency (NAA), said in Veliko Tarnovo. Part of the process are general meetings with representatives of the two agencies, which are organized in places, such as the format in Veliko Tarnovo.
According to him, the problems at this stage are related to the normative acts, their jurisdiction and the change in the legislation.
"There is no problem in principle, because both institutions are revenue agencies and use similar laws and regulations. The working groups are in the process of development and assessment of whether the territorial directorates of the two agencies will be reduced, increased or merged," Spetsov pointed out and added that January 1, 2025 is the date for starting the actual and practical part of the transformation.< br />
To date, there are no concerns regarding the implementation of the debt collection plan, he emphasized. Rumen Spetsov gave an example of the last introduced measure regarding the confession of transactions at the notaries. The daily income from this measure amounts to almost two million BGN, he pointed out.
"In order for a transaction to be confessed, each of the parties must have a clean record, with no liabilities, so the notaries were given access to the NRA system to see what liabilities the parties in the non-confessable transaction have , without the liabilities being covered, he explained. After the introduction of the measure, on a daily basis, the receipts to the state are worth between 1.8 - 2 million BGN, so in one month the revenues under this measure are 20 million BGN, which is a good indicator of its effectiveness," Spetsov stressed.
