The legitimacy of the 50th National Assembly will be like the last two parliaments - of the 48th and 49th National Assembly. Even if 5% of voters vote, institutions will be formed - a parliament, maybe a government. Such are the rules of democracy. He also commented on the low voter turnout in the election, apparently angry that people did not turn out to vote on June 9. Every adult citizen has the right to vote, and by not voting, he refuses to influence the government. These words are opposed by the argument "there is no one to vote for". "Well, if you have no one to vote for, create a party then, if you have no one to vote for. As some people stay at home, they give someone else the opportunity to decide for them," commented the constitutionalist.
Prof. Plamen Kirov pointed out that there is no problem from the point of view of the legislation with the legitimacy of the institutions. With this trend, in the next elections they will probably enter with 50-60,000 voters, Prof. Kirov expects.
There may be a problem with the election of the Speaker of the 50th National Assembly. If they cannot come to an agreement, the machine of buying MPs will be activated and they will reach a majority >, expects Prof. Plamen Kirov. "If no agreement can be reached, it is likely that few MPs will be bought and their votes will be relied upon to maintain a parliamentary majority,", he commented.

Prof. Plamen Kirov stated that there is no reason for President Rumen Radev to delay the first mandate to form a government. The president is obliged to convene the first session of the parliament within one month, the caretaker government must resign and the procedure for a parliamentary government under Article 99 of the Constitution must be started. There is no reason to delay the first mandate, the constitutionalist stressed.
Prof. Plamen Kirov also believes that any configurations are possible for forming a government. "The largest first two parties will certainly enter the cabinet - that is clear. And considering what their total score is, looking for how many they need to add up to a full majority to get a government voted in. This is the task and there are too many options," said Prof. Kirov.

According to him, the question is who will be the third crutch for forming an absolute majority in the 50th National Assembly.
