This was stated by Orlin Kolev, an expert and professor of constitutional law, on the air of “Tvoyat den”.
According to him, it is not expected that Radev will not fulfill his constitutional obligations. "Convening a parliament and forming a government are separate matters. We are currently in the power of the 49th parliament, nothing prevents it from passing acts even now. We have three attempts to form a cabinet, there is no deadline for starting the consultations. The candidate-prime minister, who received a mandate from the president, has a week to present his cabinet. If he does not present his project or get approval from the parliament, the mandate would be a failure. On the other hand, if it is successful, then the prime minister and the composition of the cabinet are voted on with two decisions," he explained.

In his words, the president should start consultations as soon as the parliamentary groups are formed. "As soon as the people's representatives are sworn in, a parliament is constituted, on the same day the president and his deputies are scheduled to be elected. When the parliamentary groups are formed, foundations are laid for handing over a mandate. If the first two served are unsuccessful, the third is served to a party, not a person. Within seven days he has to decide who she is, and then there is no deadline for her to present a project. At the moment, the president does not have the authority to dissolve the parliament", commented Kolev.
