We submit a report on providing a targeted subsidy to the Second Specialized Obstetrics and Gynecology Hospital for Active Treatment "Sheynovo" EAD for delivery and installation of fire alarm installation. This was announced by the municipal councilor from the Local Coalition group "BSP for Bulgaria". Stanislav Mladenov. He is a co-author of the report together with Dr. Anton Koichev from the GERB group and independent municipal councilor Sevdelina Petrova.

"The executive director of the hospital, Dr. Rumen Velev, has sent a letter to the Sofia Municipality, asking for funds to be allocated for the purchase and installation of such a system, explained Stanislav Mladenov. - Over the years, a number of inspections by the Metropolitan Directorate "Fire Safety and Protection of the Population" found inconsistencies with the rules and norms for fire safety in the hospital. And protocols with prescriptions have been drawn up. According to the requirements of the Ordinance on construction and technical rules and norms for ensuring safety in case of fire, buildings for public service in the field of health care with more than two floors and medical facilities for hospital care with more than 50 beds, the construction of a fire alarm system in the building should be everywhere".

Stanislav Mladenov noted that in fulfillment of the specified prescriptions from the "Fire Safety and Protection of the Population" Directorate, three sample offers from specialized companies were attached to the letter in order to have indicative information on the value of the fire alarm installation.

"In order to ensure the necessary security of the staff, patients and residents of the hospital and given the impossibility to pay the above costs with own funds, the executive director of the medical facility, Dr. Rumen Velev, is asking for the assistance of the Metropolitan Municipal Council in obtaining financial assistance in the amount of up to BGN 129,025 including VAT, which will be spent on the delivery and installation of a fire alarm system," Mladenov said and added: "The possibility of financing by the Capital Municipality of municipal medical facilities is regulated in Art. 100 of the Medical Institutions Act. It states that municipalities can finance municipal medical facilities through targeted subsidies approved by municipal budgets. In the specific case, it is a question of a targeted subsidy of a medical facility with 100% municipal ownership, which is granted for the acquisition of long-lasting material assets".

The municipal councilor from the Local Coalition group "BSP for Bulgaria" specified that Dr. Velev's letter was considered and supported at a meeting of the Standing Committee on Health Care and Social Policy on June 12 of this year.
