Assoc. Dr. Borislav Tsekov: Those who signed the constitutional changes do not comply with them - 1

The constitutional majority to highly politicized and partisan the institution of ad hoc government, which was otherwise conceived as a relatively party-neutral institutional factor. This is what the constitutionalist and owner of "Gallup International Balkan" said. Prof. Dr. Borislav Tsekov in an interview for "Focus".

"The changes in the constitutional arrangement set a limitation in the political possibilities for forming a caretaker government. The very procedure of forming a caretaker government is deprived of that useful flexibility that it used to have without the president being limited in the figures he can appoint. In this case, the president has no choice," he commented.

In his words, Gorica Grancharova - Kozhareva is a professional in her field, but does not have the proven political and managerial qualities necessary for the post of prime minister. "She should be congratulated for taking on such a heavy and completely unexpected responsibility,”, he added.

The official prime minister must choose the composition of his cabinet at his own discretion, because he is the one who bears the political responsibility to the head of state. However, we have witnessed attempts at intervention by certain political forces, Borislav Tsekov pointed out.

Borislav Tsekov expects continuity with the "Glavchev" cabinet. in view of the short deadlines set by President Rumen Radev for Grancharova to present a cabinet composition, and the limited time horizon of the interim government. "But there will certainly be certain changes – at least I rely on such signs in the public information about the consultations so far," he added.

Borislav Tsekov pointed out the ministries of internal and external affairs as key departments, in view of the difficult geopolitical and internal political situation, as well as those of the economy, innovation, agriculture and ecology. "It largely depends on them that the bureaucracy does not interfere with business, respects the laws, does not steal and does not liquidate the work of people and entrepreneurs,”, he explained.

"The trouble is that those who wrote the constitutional changes do not comply with them, because they themselves are currently trying to dictate through political pressure who can and cannot be a minister,” said the constitutionalist.
