Goritza Grancharova– Kozhareva is expected to announce the names of the elected today ministers, BTA reported.

President Rumen Radev tasked the candidate for interim prime minister ten days ago to form an interim government, with the latest deadline being today.

Then the president indicated that the most suitable date for the new early parliamentary elections is October 20.

After the president commissioned her to form a cabinet, Gorica Grancharova– Kozhareva said that she would start talks with the current ministers and other experts from the very next day. In the following days, without the presence of the media, she held meetings with ministers from the current caretaker government.

On Friday, before ringing the bell for the end of the session of the National Assembly, its chairman Yordan Tsonev announced that the next regular session of the parliament will be on September 4 at 9:00 am. He made the arrangement that there would probably be an extraordinary meeting on Tuesday – August 20, for the swearing-in of the new office cabinet, if the president issues a decree to that effect.

After the regular meeting of the Council of Ministers on Wednesday, August 14, current ministers from the service cabinet “Glavchev“ commented on whether talks were held with them and whether they would take part in the new caretaker government.

I believe that Mrs. Grancharova-Kozhareva will present a cabinet. Up to this point, at least she has not said that she will not have an office, and any other statement, writing and suggestion to me is misinformation, Vice President Iliyana Yotova commented on Saturday. “You remember that when the president handed over the mandate to form a second caretaker government, he said that it must rely above all on itself and not yield to influence, to pressure. Until now, she has not shown it in any way”, Yotova said.

When asked what would happen if Grancharova-Kozhareva returned an unfulfilled mandate, the vice president said that most likely the president would again have to refer to the “home book” and to see who is free and who will ask.

On April 8, 2024, Gorica Grancharova - Kozhareva was appointed as acting chairman of the Audit Chamber for the period from the appointment of the chairman of the Audit Chamber, Dimitar Glavchev, as acting Prime Minister pursuant to Art. 99, para. 5 of the Constitution of the Republic of Bulgaria until his release, according to information on the website of the Audit Chamber.

After the changes in the Constitution, according to Art. 99 of the basic law, after an agreement on a government has not been reached, the president, after consultation with the parliamentary groups and on the proposal of the candidate for caretaker prime minister, appoints a caretaker government and schedules new elections within two months. After the changes to the Constitution, the head of state can choose from among the Speaker of the National Assembly, the governor or deputy governor of the Bulgarian National Bank (BNB), the chairman or deputy chairman of the Audit Chamber and the ombudsman or his deputy.

At the end of March, Grancharova– Kozhareva and the other deputy chairman of the Audit Chamber, Toshko Todorov, spoke with the president, when he again had to select a candidate for acting prime minister. After their meeting with the head of state, Todorov pointed out that he and Grancharova are not the most suitable people for the position of acting prime minister. The two of us are currently under incredible pressure, commented Todorov. "You see what misunderstandings happen. We are not the most prepared people for this position. We are financiers who have worked in our fields, and now we have to be present here by virtue of the positions we hold," Todorov said at the time.

The upcoming early vote will be the sixth after the regular parliamentary election on April 4, 2021. The last early election was on June 9 this year. It has reached this point after no agreement was reached on the formation of a cabinet and from the third attempt. Since April 4, 2021, President Rumen Radev has handed over 21 mandates, with two of them establishing a regular government.
