Prime Minister Gorica Grancharova-Kozhareva's efforts to form an interim government do not correspond to the most essential condition for the successful implementation of this mandate, which I paid attention to when handing it over – to ensure a calming of the political situation and the holding of fair elections. Obviously, this is impossible if Mr. Kalin Stoyanov retains his position as Minister of the Interior, as stated in today's proposal of Mrs. Grancharova. That's why I called on her to think today by 3:00 p.m. about another proposal for this post and to consider whether for her Mr. Kalin Stoyanov is more important than having peace and a government in Bulgaria and whether because of him she is ready to take over responsibility for a potential constitutional crisis.

After the refusal of Mrs. Grancharova-Kozhareva to take advantage of the opportunity provided, I will not sign a decree for the appointment of the proposed caretaker government and her commitment to its composition has ended. There will be no swearing-in in parliament tomorrow, the elections are postponed until after October 20, and the current caretaker cabinet continues to perform its duties until a new caretaker government is formed.
That is why I call on the people's representatives to fulfill their obligations in filling out the “household book” with potential ex-officio Prime Ministers, so that I can fully fulfill my obligations under Art. 99 of the Constitution on the establishment of a caretaker government. Of the ten potential candidates for Prime Minister, two positions are vacant, two have expired mandates, and the four representatives of the Bulgarian National Bank have complications related to European legislation. Despite these deficits and complications, I will continue to work with the potential candidates who have so far refused to take office to limit the deepening of the political crisis.
