The head of state Rumen Radev signed a decree appointing Dr. Nevin Feti and Prof. Sasho Penov for members of the Constitutional Court from the president's quota. Since 2007 until 2012 Dr. Nevin Fetty is the Legal Secretary, and since 2012 until 2024 – adviser on legal issues to the President of the Republic of Bulgaria.

Who is Nevin Fetty?

Dr. Nevin Feti Osman-Yordanova was born on April 2, 1977. in the city Varna. He graduated from the Faculty of Law of the Sofia University “St. Kliment Ohridski“, specialty “Law“ in 2001 and in 2005 graduated as a Master in “Defense of National Security” from the Academy of the Ministry of Internal Affairs. He is defending his doctoral degree in the professional field of “National Security” with the topic of the dissertation work “Optimization of measures to protect classified information in industrial security“ in 2010

In 2002 is a judicial candidate in the Sofia City Court. In the period 2002-2003 is a lawyer at the Sofia Bar Association, and until 2004 is a senior legal expert at the State Information Security Commission. Since 2004 until 2007 is an assistant and senior assistant in “Protection of classified information” at the Academy of the Ministry of Internal Affairs.

Since 2007 until 2012 is secretary for legal affairs, and since 2012 until 2024 – adviser on legal issues to the President of the Republic of Bulgaria.

Dr. Nevin Fetty is a part-time assistant in the discipline “Civil Law– common part“ at the Faculty of Law of the SU “St. Kliment Ohridski“ since 2008 until 2012, guest lecturer at the Academy of the Ministry of Internal Affairs in the discipline “Protection of classified information“ in the period 2008-2013, from 2015 is a part-time lecturer in the discipline “Legal regime of classified information“ at the Faculty of Law of the SU “St. Kliment Ohridski“. From 2021 is a part-time lecturer in the discipline “Legal regime of access and protection of information“ at the Faculty of Journalism and Mass Communication of SU “St. Kliment Ohridski“. He was a lecturer at the National Institute of Justice in the period 2005-2024. and in the Institute of Public Administration in 2004. and in the period 2013-2024

He is the author of numerous articles in the field of civil law, the protection of classified information, the protection of personal data, the reuse of information from the public sector, co-author of the books “Protection of personal data” (2019) and “Implementation of Personal Data Protection (2020).

Who is Sasho Penov?

Prof. Sasho Georgiev Penov was born on July 27, 1960. in the city Montana. “Peter Bogdan” in the city Montana in 1979. He has a master's degree in law from the Faculty of Law of the Sofia University “St. Kliment Ohridski" in 1986

In the period 1986-1987 is an intern at the Sofia District Court, and since 1987 is a regular assistant in financial law at SU “St. Kliment Ohridski". He defended his doctorate in law in 1996, since 2000. is an associate professor, and since 2012 – professor of financial and tax law.

He specialized at the Institute of International Financial and Tax Law of the University of Hamburg, Germany, with a Weitzaker scholarship of the German Academic Exchange Service, as in 1991-1992. is pursuing a master's degree at the same university. In 1993 specialized at the OECD International Training Center in Vienna, Austria, at the University of Athens, Greece in 1995, at the University of Saarbrücken, Germany in 2001. and 2004 and in the USA in 2002. In 2016 participates in the project “Challenges to the financial management and control of funds from the European Union”.

Prof. Sasho Penov worked in the Main Department of Tax Administration in the Ministry of Finance in the period 1989-1990, as well as in the “Tax Agreements” department. in the period 1992-1993. Participates in the preparation for the conclusion of agreements for the avoidance of international double taxation. Since 1994 until 2024 is a lawyer at the Sofia Bar Association.

In the periods 2001-2005, 2005-2009. and in 2017 is a member of the Consultative Council on Legislation at the National Assembly and prepares opinions on draft laws. He is the chairman of the Commission for Forgiveness of Uncollectible State Receivables and a member and chairman of the Legal Council of the President of the Republic of Bulgaria since 2002. until 2011 In the period 2015-2021 is a member of the Board of Directors of the National Institute of Justice. From 2.08.2022 until 6/06/2023 is the acting Minister of Education and Science.

Prof. Penov teaches financial law, tax law, international tax law at SU “St. Kliment Ohridski" and in VTU “St. St. Cyril and Methodius". He is the Dean of the Faculty of Law at the University of St. Kliment Ohridski“ and head of the Department of Administrative and Legal Sciences in the period 2011-2018. He is the founder of the foundation “ 120 years. Faculty of Law at SU “ St. Kliment Ohridski“. He is the author of three monographs in the field of tax law, a study course on financial law (general and special part), scientific studies and articles and is the scientific supervisor of doctoral students. He is the winner of the “Grand Prix for Overall Contribution to Law” at the 2017 National Justice Awards
