Sarafov requested the immunities of six MPs from five parties  - 1

The Acting Prosecutor General of the Republic of Bulgaria submitted to the 51st National Assembly requests to lift the immunities of six MPs - Radostin Vassilev from MECH, Vesselin Veshev and Angel Georgiev from "Vazrazhdane", Lena Borislavova from PP-DB, Gunay Daloolu from "DPS-New Beginning" and Mario Rangelov from "Democracy, Rights and Freedoms" - DPS. The requests are at the proposal of the Sofia City Prosecutor's Office (SGP) and the Sofia District Prosecutor's Office (SRP).

Against MP R. Vassilev the request is in connection with the need to continue criminal proceedings before the Sofia City Court (SCC), which was suspended by a court ruling of 13.11.2024, on the grounds that the person enjoys immunity. The 2023 case is for a crime committed under Art. 143, para. 1, in conjunction with Art. 18, para. 1 of the Criminal Code (coercion).

The requests against MPs V. Veshev and A. Georgiev are in connection with the need to continue criminal proceedings before the Sofia District Court (SRC), which was suspended by a court ruling of 04.07.2024 on the grounds that both of them have immunity. The 2021 case is for a crime under Art. 131, para. 2, item 4 in conjunction with Art. 130, para. 2 Criminal Code and under Art. 325, Para. 2 in conjunction with Para. 1 Criminal Code (hooliganism and infliction of minor bodily harm to officials – police officers).

The request against MP L. Borislavova is in connection with an assessment made by the supervising prosecutor from the SRP that the evidence collected to date during pre-trial proceedings is sufficient to hold her criminally liable for a crime under Art. 316, Prov. 1, in conjunction with Art. 309, Para. 1, in conjunction with Art. 26, Para. 1 Criminal Code (documentary crime). During the investigation, numerous interrogations were conducted, and computer-technical expertise was also prepared. It was established that in the period from approximately 01.55 on 13.05.2021 to approximately 11.45 on 14.05.2021, under the conditions of an ongoing crime, with two acts, the person with immunity knowingly used false private documents, which were given the appearance that the signatures on the documents were affixed by members of the Association "Let's Save Coral", but were actually not affixed by them, as the documents were used to prove that the legal relationship between K.P., a member of the Board of Directors of "Let's Save Coral" and the association itself was terminated, and criminal liability cannot be sought from her for the very compilation of the documents.

The request against MP G. Daloolu is in connection with an assessment made by the supervising prosecutor from the SGP that the collected evidence is sufficient to hold her criminally liable for a crime under Art. 143, para. 1 of the Criminal Code (coercion). The investigation established that in Veliko Tarnovo the person with immunity used threats to secure 20 preferences in the elections for the 49th National Assembly.

The request against MP M. Rangelov is in connection with an assessment made by the prosecutor supervising the SGP that, based on the evidence collected, criminal liability should be initiated for crimes under: Art. 169d, para. 1, items 1 and 2 of the Criminal Code; Art. 167, para. 4, in conjunction with para. 3, in conjunction with para. 2 of the Criminal Code; Art. 167, para. 3, in conjunction with art. 26, para. 1 of the Criminal Code (crimes against the political rights of citizens). During the investigation, numerous interrogations of witnesses were conducted, including before a judge, searches and seizures were carried out, and a large volume of written evidence was also included. It has been established that in the period from 20.09.2024 to 26.10.2024, the person with immunity formed and led a group that set itself the goal of committing a crime against the political rights of citizens. In addition, it has been established that in the period from 14.10.2024 to 25.10.2024 in the city of Pleven and the city of Koynare, in the conditions of an ongoing crime, the person with immunity organized the provision of property benefits in the amount of 15,000 leva, of which 50 leva were to be given to voters from settlements in the district, including their family members, their neighbors and relatives, in favor of a certain coalition in the elections for the 51st National Assembly.

According to Art. 70 of the Constitution of the Republic of Bulgaria, the continuation of already initiated criminal cases and/or the initiation of criminal prosecution against persons with immunity is possible only with the permission of the National Assembly or with the written consent of the representative of the people.
