What worries me about the changes in the Judiciary Law is that things are reduced to certain individuals, not to judicial reform in the field of criminal justice. Whether Sarafov is the most suitable, this is not a systemic issue. It will not be these members of the Supreme Judicial Council, it will be others. It will not be one college, it will be two, it will not be two, but it will be two councils. And what exactly is changing?
This is what the Dean of the Faculty of Law of Sofia University, Prof. Daniel Valchev.
In his words, the proposal for the Prosecutor General should be made by the Minister of Justice.
"In large public systems, changes should be made like this: First, you need to be clear about the situation in the system and what you want to achieve - which shortcomings to eliminate, and what to improve. Next, illuminate the system and select those techniques with which you can achieve the goal you have set," Valchev pointed out.
In his words, if the rules regarding criminal justice are not changed, it will not make any sense for Bulgarian citizens.
Valchev is of the opinion that the president will not issue a decree on the appointment of prosecutor number 1, "neither saying "yes" nor saying "no". In this way, he will not give the Supreme Judicial Council the opportunity to make him a second proposal, to which he cannot say "no", he added.
"I cannot say whether there will be a government. And even if there is one, it will not be stable," Valchev also said.
