The parliament overruled President Rumen Radev's veto on amendments to the Renewable Energy Sources Act (ZEVI) and re-adopted the amendments with 126 votes "for", 35 "against" and eight "abstentions".
The texts were supported by GERB-SDF, "DPS-New Beginning", "BSP-United Left", "Democracy, Rights and Freedoms"- DPS and "There is such a people". From "Continuing Change-Democratic Bulgaria" 23 MPs voted "against" and eight abstained. Two MPs from "Vazrazhdane" and ten from "Moral, Unity, Honor" were also against the changes. The "Majesty" group did not participate in the vote.
Before the vote, at the request of GERB-SDF, a 15-minute break was given.
On May 15, the President returned certain provisions of the law for review. In his reasons, he stated that he supports the legislator's efforts to bring Bulgarian legislation into line with European legislation and the need for rapid transposition of the directives. The President also approves the effort to facilitate administrative procedures to promote the use of renewable energy. According to him, however, some texts of the law do not correctly reflect EU directives, the necessary guarantee mechanisms are missing, and in some places even contradict European acts.
Some of the amendments to the Renewable Energy Law are aimed at simplifying and reducing deadlines and administrative procedures. The promotion of energy production from renewable sources for the sustainable satisfaction of public needs is carried out by applying the fastest administrative and judicial procedure in the event of an administrative and judicial appeal in the implementation of an investment project for the construction of a renewable energy power plant and the facilities necessary for the connection of the power plant, the reconstruction and modernization of the networks, including in appeals related to environmental protection and biodiversity, the re-adopted amendments provide.
