“This means several things - there is no adequate legislation, and the institutions that should exercise control over nursing homes are asleep. Either they turn a blind eye, or they simply do not care, and the capacity of nursing homes is obviously insufficient. And so the question arises again where the money that was supposed to be used to renovate old buildings to meet a normal living environment went. Will they be houses, homes or something else where elderly people would be cared for in a European, civilized and humane manner. As an ombudsman, I have carried out many inspections in such homes. After me, Diana Kovacheva continued, and her intervention in several cases where there were victims was very serious. And the people who died were precisely in such unlicensed facilities. They were absolutely illegal. And even then the topic of criminalizing the provision of social services without a license was raised,“, Manolova also shared.
