"Within a few months, they started to spring up, it is clear that there is an established practice of unregulated such homes. They will find more. There is some activation, the question is what the fines and measures will be. Where there are no adequate social services, many people are faced with this choice. Those who provide them with the services are looking to save money", commented the former deputy head of the Ministry of Internal Affairs Filip Gunev to Bulgaria ON AIR.

According to him, Bulgaria is the only country in the EU where companies cannot be held criminally liable.

"In Bulgaria, the owner is. In all other countries, the company can be held liable, while here they are hiding," Gunev pointed out.

Corruption in the Sofia Municipality
"We saw a claim for the next stage of corruption. The deputy mayor is trying to convince the mayor in question how the idea is to get the job done. The district mayor should have been left with the impression that there is nothing wrong. We are being offered a sophisticated form of corruption," Gunev said in "Denyat ON AIR".
He does not agree with the reasons for the resignation of the leader of the PP Kiril Petkov.

"From the recording, we see a system in Sofia Municipality that has a budget of billions, much more than many ministries. We are talking about corrupt practices that finance the party. If what this person says in the recording is true, this raises much bigger questions than the position of a district mayor. This shows systemic corruption in financing the party. Petkov tried to draw attention to the fact that it was a district mayor," explained the former deputy minister of the Ministry of Internal Affairs.
Gunev added that many witnesses and cases of schemes are described, which opens up a lot of work for the authorities.

"I am quite skeptical whether we will have convictions in the end. The movement of money itself, especially with construction companies that have one foot in the shadow economy... The way they paid for a public procurement contract is absolutely untraceable," the expert believes.

"For the average citizen, blood tests always follow. In the case of the Ministry of Internal Affairs, this can lead to disciplinary consequences. A small percentage of tests can give a false result. I encourage this type of tests, but they should be applied with maximum objectivity," Gunev believes.
He finds no logical explanation for a new structure for training employees at the Ministry of Interior.

"I would invest in tools that the Ministry of Interior and the Academy would have at their disposal to ensure that there is benefit from the training," Gunev noted.
