The Parliament adopted an editorial amendment regarding the "Civil Liability" insurance for electric scooters, BTA reports.
Last week, the deputies adopted amendments to the Road Traffic Act on second reading, according to which electric scooters will no longer be able to drive in the dark, must have registration and "Civil Liability" insurance. Today, the deputies continued the second reading of the changes and returned to the already adopted texts.
The driver of an individual electric vehicle is required to have valid "Civil Liability" insurance of motorists under Art. 461, item 1 of the Insurance Code, the deputies wrote today in the Road Traffic Act.
The previous text stated that the driver of a scooter must have valid “Civil Liability“ insurance for the insured's liability for damages caused by him to third parties.
The proposal for an editorial correction in the texts adopted last week, related to the regulation of electric scooters, was made by Alexander Ivanov (GERB-SDF). In connection with the adopted texts concerning individual vehicles, the Financial Supervision Commission signals that the correct name of the relevant insurance should be, as in Art. 461 of the Insurance Code, Ivanov explained.
The revision he proposed was adopted with 99 votes “for“ and 73 “abstained“, after which the entire paragraph on the regulation of scooters was re-voted and adopted again.
Alexander Ivanov proposed that for violations of the requirement for "Civil Liability" insurance for electric scooters, penalties be imposed under Art. 638 of the Insurance Code. This text proposes that the fine for the owner of the electric scooter for not having concluded mandatory "Civil Liability" insurance for motorists be 250 leva for an individual, and in case of a repeated violation - 800 leva, as well as a person who is not the owner and drives an electric scooter, in connection with the possession and use of which there is no concluded and valid contract for mandatory "Civil Liability" insurance for motorists, be punished with a fine of 400 leva.
