Customs officers from the Ruse Customs Department seized 1,180 electronic devices with smoking liquid without a valid Bulgarian excise stamp. The excise goods were found in a private home in a village in the Montana region during joint actions of the "Customs Intelligence and Investigation" Directorate at the Customs Agency and the "Customs Intelligence and Investigation" Department at the Ruse Customs Department.
On June 12 of this year, officers from the "Operational Control Lom" sector at the "Customs Intelligence and Investigation" Department at the Ruse Customs Department conducted an inspection of a private property in a village in the Chiprovtsi municipality. Six boxes with a courier package were found next to the front door of the apartment.
It was found that the boxes contained a total of 1,180 packages of electronic devices with smoking liquid, type "Vape" for single use, without a valid Bulgarian excise stamp. The excise goods were seized and pre-trial proceedings were initiated in the case according to the inventory of the Ruse Customs Department, which is being conducted under the supervision of the Montana District Prosecutor's Office.
This is another operation by customs officers against the illegal import of electronic smoking devices. In the first quarter of 2025, the operational control sectors in Sofia and Blagoevgrad seized a total of over 27,000 such devices.
According to Bulgarian legislation, liquids for electronic cigarettes containing nicotine are considered tobacco products and are subject to excise duty. Their production, distribution and sale require the relevant registrations and a valid Bulgarian excise stamp.
