Traditionally, the rulers and the administration, understand that the first job of every new Minister of Youth and Sports is to change the management of the lottery. This was announced to Lili Marinkova in the “FACTI“ studio and the show “Conversation“ by Kristiyan Ivanov, a financial expert.
“The interesting thing is that the turnover of the lottery is the reason, according to what they give as motives - that as a state structure the lottery does not achieve the set revenues. It has not managed to generate the planned revenues for the last two or three years. In 2023, it achieved 90%, and in 2024 a little more“, added the guest.
“The lottery is looking for a private investor to achieve better management results. There are good examples in Europe. The lottery is a tax on society, a regressive tax on hope, but it can bring significant revenue to the tax authorities. In Hungary, the Czech Republic, Greece, England, the state has lottery operators. We are not exactly this model - the public psychology is different here. Where there is state participation in various forms, without full participation of the private sector, the control and administration of processes achieve significant results and significantly supplement the revenues. For many years, the lottery was a sparring partner of the private lottery. This was the reason why the lottery revenues began to increase, because temporarily the management somehow managed to generate better results, it was more efficient. Now it is said that it is not at the rate at which it would increase if it were in the hands of private management. The lottery's revenues are about 400 million leva. In the third year, the state's revenues are about 100-115 million, of which about 60 million are taxes, and about 50 million go to sports and culture. The Ministry of Sports distributes these funds by projects. We will see where things will go,“ added the guest.
