I found out about the project on “Oplchenska“ only now, even though I live 100 meters up the street. In July, it became clear that trees will be removed and the boulevard will be widened. I asked where to find the project, but it turns out that the project is not public, and I had to download it from the Public Procurement documents. The project was made in 2021. When I looked into it, I knew there were problems. It became even more clear to me that if an ordinary citizen or businessman sets out to implement a project in this way, all state and municipal institutions will jump on it. And now, because it is done by the municipality, all state institutions get a pass. This is what he announced to Lili Marinkova in the "FACTS" studio. and the show “Conversation“ ecologist Toma Belev from “Green Movement“.

“When citizens saw that the trees were being marked for felling, they immediately filed complaints with the Metropolitan Municipality and the court, which should have stopped such a felling decision. There is already a court decision that it was mandatory to stop the logging. The municipality stopped for two days, and on the third day they cut down the trees. And only after that, the municipality filed part of the complaints in court. And what comes out – from the municipality take steps that they should not take, if only to be able to achieve some of their own goals. The municipality clearly showed that they do not respect the rule of law. The problem is not in 39 felled trees, but in the way of working. The municipality is undertaking a policy of fait accompli“, added the guest.

„There are also irregularities surrounding the construction project, because it does not specify the Detailed Development Plan (DDP), which this investment project implements. This is no accident. The reason is that the investment project that is being implemented differs from the PUP, and this is absolutely prohibited according to the Territorial Planning Law and is sufficient reason to declare this construction, which is of the second category, illegal. Also, in a very strange way, the building permit does not indicate where construction is taking place, no cadastral property number is indicated. This is because there are unsettled property disputes at the moment on “Oplchenska“ street. And the building permit should not be valid after the issue of property rights and ownership is not cleared. These are two main things that no one comments on, but they are a fact, Belev added.
