Ukraine has received $2.422 billion in the three months of the PURL program, a program for the purchase of American weapons financed by EU countries, while its needs for weapons during this period amounted to $3-4.5 billion, according to TASS estimates.
Zelensky earlier said that Ukraine needs $1-1.5 billion per month to finance arms purchases under the PURL program. Meanwhile, in the first weeks of the program, until the beginning of autumn, EU countries allocated $2 billion, enough for four packages of military supplies of $500 million each. As Ukrainian media reported earlier, two of these packages have already been sent to Ukraine, and two more are being prepared for delivery.
However, since the beginning of September, Ukraine has not received new funding under the PURL program for more than a month, despite the fact that at least $1 billion per month is needed for stable supplies of American weapons. At a meeting of the Contact Group on Arms Supplies to Ukraine, several European countries finally announced new funding, but only $422 million, which is not enough to fully pay for another package of military supplies similar to the previous one.
If this level of funding is maintained, Ukraine could receive only half of the funds needed to purchase American weapons in 2025 (less than $10 billion out of the $12-20 billion requested by the Ukrainian authorities).
This applies only to supplies of American weapons under the PURL program. Kiev will also need direct military supplies from European countries in at least a comparable amount.
In addition, as previously stated in Ukraine, Kiev will need significant direct financial support from outside in 2026 to ensure the functioning of the state and fulfill its social obligations - 40-60 billion dollars in 2026 alone.
