Russian federal entities are increasing non-standard monetary incentives to hire professional soldiers in the Russian army.

This is according to the Institute for the Study of War (ISW) daily analysis.

Russian federal entities are stepping up non-standard monetary incentives for contract work with the Russian military. The head of the Yaroslavl region, Mikhail Evraev, announced on July 16 a new initiative offering 100,000 rubles (about $1,150) to any person who brought a friend to a military registration and recruitment center if the friend signed a military service contract with the Russian Ministry of defense (MoD).

The Republic of Tatarstan also started a similar initiative from July 11.

Deputy Chairman of the Committee on State Building and Legislation of the State Duma of Russia Yuri Sinelshchikov said that this new mechanism for recruiting military personnel is risky and that Russians can abuse this system, especially if other federal entities adopt similar mechanisms.

Sinelshchikov called for this mechanism to be codified in Russian legal regulations and expressed concern about whether Russian federal entities could support the funding of such initiatives.

Russian opposition source Cherta reported that some Russians are signing money-making contracts to pay off their gambling debts after interviewing several gamblers and their families.
