On Monday, the United Nations said Russian attacks on Ukrainian Black Sea ports had damaged six civilian vessels as well as grain infrastructure since September 1, calling the increase in strikes "alarming".

According to British Defense Intelligence, Starmer said, at least four merchant ships were hit by Russian missiles and drones in the Black Sea between October 5 and 14.

"Putin is harming millions of vulnerable people in Africa, Asia and the Middle East to try to gain an advantage in his barbaric war,'' Starmer said.

The Russian strikes are believed to have delayed the departure of a ship from Ukraine that was carrying vegetable oil destined for the World Food Program in Palestine, according to Starmer's statement, as well as grain ships bound for Egypt and shipments of the World food program intended for South Africa.

Ukraine is a major global producer of wheat and corn, and before Russia's invasion in 2022, the country exported only about six million tons of grain a month through its Black Sea ports.

Despite the ongoing war, grain sales continue to be an important source of revenue for Kiev.

After a UN-backed Black Sea grain export initiative involving Russia failed last year to ensure the safe passage of grain ships, Ukraine succeeded in establishing a Black Sea shipping corridor.
