The Court of Auditors is sending parts of the audit report for the audit of the Lozenets Hospital EAD for the period from 01.01.2022 to 31.12.2023 to the Prosecutor's Office, Nova TV reported.
The audit covers the period of management of the previous management of the hospital, popularly known as the "Government" hospital.
If a crime is suspected, the institution sends the audit report or parts of it together with the materials to the Prosecutor's Office. Until the conclusion of the criminal proceedings, data from the report should not be made public. Therefore, the National Audit Office published the audit report on its website without the parts that were sent to the state prosecution.
Several more institutions have been notified of violations discovered during the audit of the “Lozenets“ MHAT.
For the presence of data on damages and violations in the implementation of the budget and in the management of property, the report was sent to the Financial Inspection Agency and the Anti-Corruption Commission to take the necessary actions to seek accountability.
The report was also sent to the Minister of Health, and in its part on the violations of procedures in the field of public procurement - to the executive director of the Public Procurement Agency.
The audit of the “Lozenets“ MHAT was included in the audit program of the National Audit Office for 2024 and covers three areas of study: “Management and core business“, “Financial condition and management of real estate“ and “Planning and awarding public procurement“.
According to the report, during the audited period, the “Lozenets“ EAD is in a difficult financial situation.
The liabilities of the medical institution at the end of the audited period increased (from 17 million leva in 2022 to 25.8 million leva in 2023) and exceeded receivables, and there is a risk that the company will not pay its obligations to suppliers and creditors on time.
The reported expenses for 2023 increased by nearly 4 million leva compared to the previous year - from 58 million leva to 62 million leva.
As a result of the audit, the National Audit Office gave one recommendation to the Minister of Health and seven recommendations to the executive director of the Lozenets Hospital.
