He said this in the program "Bulgaria, Europe and the World in Focus" on Radio "Focus" the chairman of the Bulgarian Energy and Mining Forum Ivan Hinovski.

In his words, short-sighted management and engineering illiteracy are at the heart of the problem in "Toplofikatsiya Sofia". It has been clear for years that without reforms this company will reach the apocalypse. "And that's actually enough. This is a company consisting of engineering absurdities," he said and gave an example of the use of natural gas to heat water, which is used to heat buildings. "This is absurd. Cogeneration installations are being built, i.e. combined production of heat and electricity, in which the cost price of heat energy drops dramatically, and electricity is also produced." According to the expert, another solution is to use renewable energy sources in "Toplofikatsiya" because of the low cost price. "But "Toplofikatsiya" remained deaf to this proposal as well. I have the feeling that these people were not interested in the future of this company, everyone simply lived with the idea of the end of their mandate.“

"Toplofikatsiya“ is so decapitalized that it cannot be sold at the moment even for 1 leva, because by transferring ownership to a buyer, he must inherit the debt of 2 billion, Hinovski also pointed out. "Years ago, there was interest from companies and the opportunity for this company to be concessioned or privatized. Now it is too late – technologically the facilities are completely depreciated. The heat production capacities have degraded, the heat transmission and distribution network has degraded. The only thing that is intact, which was restored with loans from the World Bank and the European Bank for Development and Reconstruction years ago, are the subscriber stations,“ he added.

The only solution in the situation that has already arisen, according to the expert, is to pour state funds and restructure the company, "by dividing the individual activities into separate divisions and at the entrance to "Heating", in the most expensive activity - heat production, competition is organized. That is, external producers of heat energy are allowed to compete with state-owned companies, so that the price of heat energy falls.“
