NRA: Next year's tax returns will be submitted in leva

From January, traders will not be required to indicate leva in invoices

Traders are not required to indicate both leva and euro in their invoices in January - it is enough to indicate the amounts only in euro. The declarations for the reporting period 2025, which will be submitted in 2026, will be prepared in leva.

This became clear at an information meeting, part of the National Information Campaign for the Introduction of the Euro in Bulgaria, which took place in Bozhurishte. The meeting was organized by the Consumer Protection Commission (CPC), the aim of which was to explain how to convert currencies correctly, what are the requirements for traders under the Law on the Introduction of the Euro in Bulgaria (ZVERB), and what are our rights as consumers. The Director of the National Revenue Agency (NRA) - Sofia Region Valya Krumova, experts from the CPA Zhaneta Sadrazanova and Iliana Kiradzhiyska participated in it.

Zhaneta Sadrazanova, Chief Inspector at the CPA, announced that from January 1, 2026, the euro will be introduced in Bulgaria at a fixed exchange rate of 1 euro = 1.95583 leva. Sadrazanova said that the transition will be organized in such a way as not to worsen the financial situation of consumers, as the amounts on all bank accounts in leva will be automatically converted at the BNB exchange rate, and when rounding, the second digit will be rounded, taking into account the third digit after the decimal point. Regarding any type of contracts that have already been concluded, Sadrazanova said that they will maintain their terms.

She specified that in the period August 8, 2025 – August 8, 2026, prices will be displayed both in leva and in euros. When paying in leva, merchants will return change in euros. Goods purchased online in leva, for which a claim arises after January 1, will be refunded to consumers in euros.

Sadrazanova added that the CPC will carry out inspections in commercial establishments to monitor compliance with the rules. Citizens will be able to file reports of violations through the CPC website.

Valya Krumova pointed out that one of the main issues for taxpayers is related to the submission of tax and social security declarations. She specified that the declarations for the reporting period 2025, which will be submitted in 2026, will be prepared in leva.

Regarding cash receipts, Valya Krumova explained that currently they are written: leva – euro – fixing. From January 1, the leading currency will be the euro, and the leva value will be noted after it. This practice will continue until August 2026, when only euro will remain on cash receipts. Krumova added that the NRA is already carrying out checks to see whether cash registers reflect both currencies. She also emphasized that merchants are not obliged to indicate both leva and euro in their invoices in January – it is enough to note the amounts only in euros.
