We were all dissatisfied with the previous two budgets for 2026. They had shortcomings that were dangerous for the health of the economy. That is, apart from a purely political path to nowhere, their construction did not allow any self-respecting expert to say that they were good. From this point of view, the extension law is a natural technical option that is provided for in the legislation. This was stated in the "Interview in NOVA News" former Deputy Minister of Finance and member of the Fiscal Council Lyubomir Datsov, commenting on the adopted extended budget of the state.
He explained that the adoption of such an extension of the budget exists in the structural law on the budget, because there is simply practice. And it is sufficiently clarified, crystallized and can be well applied. In other words, this is something normal in the world of public finances.
In his words, "this is a much better option, because if one of the previous options had been adopted in this political crisis, it would mean another wasted year". "How do you turn around something that has already become a huge problem? The extension of the budget provides just such an opportunity - not to waste the year", he emphasized.
Datsov pointed out that we expect a new government to come with much stronger requests. "I hope that people will vote for a party that will put a reformist agenda in its election program, and that people will vote for such a party".
The expert also commented on the question of whether the vote on indexation of salaries in the budget sphere with the annual inflation as of December 31 of this year is legal. "It is very conditional to say whether it is legal because it was adopted by the National Assembly. Every single thing that is adopted by the parliament makes it legal. That is, it contradicts all logic and all practice that exists; it contradicts the Public Finance Law; it contradicts the idea that stands behind such a law. But ultimately, when it is adopted by the National Assembly and voted on, it is legal", explained Datsov.
According to him, there is another aspect - what was obtained actually makes "a kind of new budget". "The very method of indexation inside leaves a bad taste - there is no distinction between what is average annual inflation and what is inflation at the end of the period. Because they used something that has already passed and served to index incomes in 2025. That is, they are doing double things", the expert pointed out.
Datsov explained that the law provides for the extension of the budget by another three months. But he expressed hope that elections will be held as soon as possible and that they will somehow unblock the situation. "I firmly believe that only a regular cabinet can make a budget. The budget is an emanation of politics. There is no way to make politics without a regular cabinet and without political support — this is a basic thing. This is the budget", he is categorical.
