Prime Minister: The state owns significant assets in the form of real estate

Reform in the management of state property - transparent sale for social purposes

The state owns significant assets in the form of real estate, which are managed by ministries, regional governors, state-owned enterprises. Their management occurs on the principle of satisfying needs, but not clear what they are.

This was stated by Prime Minister Rosen Zhelyazkov before a regular meeting of the Council of Ministers.

The Prime Minister announced that one of the items on the agenda is the adoption of a Program for the Exercise of the Rights of the State and State-Owned Enterprises on Public Properties - Built-Up and Unbuilt.

He specified that they have identified 4,400 properties, of which 1,800 are underground properties and 1,200 are buildings. These properties will be publicly disclosed. "We have summarized these properties in relevant annexes in the program that we will adopt today", said Zhelyazkov.

In his words, this is part of the assets that the state has. "Analysis indicates that some of them are no longer needed. For another part of them, significant financial resources are allocated for their management and maintenance. We are allocating properties that meet administrative needs", he emphasized.

Rosen Zhelyazkov also stated that the goal they set for themselves is efficiency of processes and results. "First, to meet public, social and administrative needs. Income from their management, including the opportunity to serve as compensation in the event of alienation, as well as in the event of concession procedures and efficiency from their sale. It will take place through the Agency for Public Enterprises through an electronic platform with a clear bidding. The goal is to prevent all forms of corruption," he added.

The Prime Minister stated that for this purpose they will provide for the possibility of transforming assets. "What we mean is that unusable assets that generate expenses, but which have investment potential, will be sold at an open auction. The funds will be generated in a special fund, which with the State Property Law we will provide for the creation of the Minister of Regional Public Works. This fund will be spent only on social infrastructure - kindergartens and schools. This will be done on the principle of a clear approach," Zhelyazkov specified.
